White House Announces Big Moves at the ‘Winning the AI Race Summit’

In an effort to win what he calls the global “AI race,” President Donald Trump announced a new multipronged strategy on July 23, 2025 that includes reducing artificial intelligence (AI) development regulations, including diversity, equity and inclusion (DEI), and removing "climate change" guardrails.

“Today we take historic action to re-assert the future, which belongs to America," President Trump said during the “Winning the AI Race Summit” held in Washington D.C. "America is going to win the AI race... we're going to work hard and we're going to win it,” he added noting that a total of 90 AI policy actions will roll out in the coming year. And for everyone new policy, he said 10 antiquated ones will be eliminated. "From this day forward it'll be a policy of the United States to do whatever it takes to lead the world in artificial intelligence."


A Single Federal Standard


Trump, who added that he doesn’t like the word “artificial” in relation to AI, also said on the issue of regulation: “We need to have a single federal standard, not 50 states. We can't have a state with standards so high that it is going to hold you up.”


The well-attended event, hosted by the All-In podcast and the Hill & Valley Forum, included attendees such as NVIDIA CEO Jensen Huang and Advanced Micro Devices CEO Lisa Su.


Among the first policy steps announced was a detailed plan entitled, “Winning the Race: America’s AI Action Plan,” which was authored by Michael J. Kratsios, assistant to the president for Science and Technology, David O. Sacks, special advisor for AI and Crypto, and Marco A. Rubio, assistant to the president for National Security Affairs.


“Winning the AI race will usher in a new golden age of human flourishing, economic competitiveness, and national security for the American people. AI will enable Americans to discover new materials, synthesize new chemicals, manufacture new drugs, and develop new methods to harness energy—an industrial revolution. It will enable radically new forms of education, media, and communication—an information revolution,” the report stated. “And it will enable altogether new intellectual achievements: unraveling ancient scrolls once thought unreadable, making breakthroughs in scientific and mathematical theory, and creating new kinds of digital and physical art—a renaissance.”


Removing Restrictions from AI Innovations


The Action Plan, which the authors note is the “roadmap to victory,” includes three pillars: The first is “Accelerate AI Innovation,” which intends to remove “existing red tape and onerous regulations,” including rescinding Biden era AI executive orders. “AI is far too important to smother in bureaucracy at this early stage, whether at the state or Federal level,” the report noted. “The Federal government should not allow AI-related Federal funding to be directed toward states with burdensome AI regulations that waste these funds but should also not interfere with states’ rights to pass prudent laws that are not unduly restrictive to innovation.”


The second pillar, “Build American AI Infrastructure,” will create streamlined permitting for data centers, semiconductor manufacturing facilities, and energy infrastructure while guaranteeing security. “AI will require new infrastructure—factories to produce chips, data centers to run those chips, and new sources of energy to power it all (currently AI uses 3% of the nation’s electricity, a figure that is estimated to increase to nearly 10% by the end of the decade),” the report continued. “America’s environmental permitting system and other regulations make it almost impossible to build this infrastructure in the United States with the speed that is required. Additionally, this infrastructure must also not be built with any adversarial technology that could undermine U.S. AI dominance.”


The third pillar, “Lead in International AI Diplomacy and Security,” is aimed at competing globally with U.S.-built AI platforms, including with biosecurity, developing national risk model and better managing existing semiconductor manufacturing exports, among other initiatives.

“America currently is the global leader on data center construction, computing hardware performance, and models. It is imperative that the United States leverage this advantage into an enduring global alliance, while preventing our adversaries from free-riding on our innovation and investment,” the report noted.


“Today, a new frontier of scientific discovery lies before us, defined by transformative technologies such as artificial intelligence…Breakthroughs in these fields have the potential to reshape the global balance of power, spark entirely new industries, and revolutionize the way we live and work,” President Trump noted. “As our global competitors race to exploit these technologies, it is a national security imperative for the United States to achieve and maintain unquestioned and unchallenged global technological dominance. To secure our future, we must harness the full power of American innovation.”
