Horatio H. Sparkes Joins Pandion Asset Management as Senior Director of Business Development and Investor Relations

HOUSTON, TX—August 5, 2025: Pandion Asset Management, a U.S. SEC-registered investment adviser committed to building responsible, investment solutions tailored for institutional allocators, today announced that Horatio H. Sparkes has joined the firm as Senior Director of Business Development and Investor Relations. In this role, Sparkes will work closely with public pension plans, Taft-Hartley plans, endowments, foundations, family offices, and consultants, introducing differentiated strategies aligned with long-term value creation and ESG principles.

Sparkes brings over 30 years of experience across the pension and financial services industries. He previously served as Partner and Managing Director at CapSource Productions and held senior business development roles at APEX, Geronimo Investment Management, and The Yucaipa Companies.
Earlier in his career, Sparkes also served as Deputy Comptroller for Pensions for the City of New York, overseeing what was then the fifth-largest public pension portfolio in the United States, with more than $120B in assets. He chaired both the Investment and Actuarial Audit Committees and served as a trustee on multiple city pension boards. Prior to that, he was Executive Director of the New York City Board of Education Retirement System, where he doubled the fund’s assets and became the first Black person to lead a New York City retirement system.

In addition to his role at Pandion, Sparkes currently serves as a trustee on the New York State Secure Choice Savings Program Board, which oversees a Roth IRA retirement plan for private-sector workers. He also chairs the boards of the Cambria Center for the Gifted Child and the Cambria School of Excellence.
